Solution # K13499298
Title A wireless client has a 169.x.x.x IP address assigned to it during set up for DHCP, but it does not get an address from a DHCP server
Resolution The 169.x.x.x IP address is filled in by Microsoft Windows when there is no response from the Dynamic Host Configuration Protocol (DHCP) server.

By default, Access Points (APs) do not act as DHCP servers. The APs forward all DHCP requests from your workstation, so you may need to setup a separate DHCP server.

In Cisco IOS® Software Release 12.2(11)JA and later for the 1100 and 1200 series APs, DHCP server functionality has been incorporated. To configure the AP to provide DHCP service, refer to the Setting up the DHCP Server section of Administering the Access Point.
