| Core Issue |
An analog Foreign Exchange Station (FXS) port may lock up after having functioned fine for a long time, and the device on the FXS port does not get the dial tone. This issue is observed on a Cisco 2821 that runs Cisco IOS Software Release 12.3(11)T5. This symptom typically occurs when fax lines are configured on the FXS port. To restore normal operation of the voice ports, the router needs to be reloaded.

| Resolution |
As a workaround for this issue, issue the no local-bypass command on voice-card 0, and issue the fax rate disable command under voice-service-pots.
To avoid this issue, use H.323 for signaling.
This issue has been resolved in Cisco IOS® Software Release 12.3(11)T08, which can be downloaded from Software Center (Downloads) - Cisco IOS Software.
